T&T Finance Minister warns of shady gambling deals - Stabroek News

(Trinidad Express) Minister of Finance Larry Howai has advised all private members clubs to look for certain red flags in determining suspicious transactions or activity by their customers.

They must report such activity to the Financial Intelligence Agency (FIA), without tipping off the customer, he said.

Howai said Government recognised the existing laws on gambling were in dire need of reform and fail to protect the vulnerable or to prevent unfair practices and criminal infiltration

He was speaking yesterday in the House of Representatives in the Provisional Collection of Taxes Order which approves the budget tax measures with respect to the increases in taxes on gaming industry and amendments to the motor vehicle tax to include motorcycles, private school buses and private omnibuses.

Howai said private members clubs would not have to pay the new taxes until January. He said that while he had announced in the budget the measure would take effect from October 15, he was advised the gaming tax is payable by private members? clubs annually, in four tranches with the last payment being made by October 15. ?In order to avoid any appearance of a measure being in the nature of a retrospective tax, it was felt that the increase in the gaming tax should take effect from January 1, 2013,? he said.

Howai said it was clear private member clubs which were operating mainly as casinos were contravening the existing law and the certificates issued by the Licensing Committee to permit gambling activities on their premises can be cancelled.

He said many members clubs operate a business and the taxation of gambling tables, machines and devices was only a small measure of the profits derived from gambling activities. He said there was information to suggest if Government went the route of corporation tax, it could increase revenue by a further $300 million a year from this industry.

?I propose to establish a committee to review the existing laws, policies and practices relating to all forms of gambling as well as to design a new regulatory framework for the industry,? Howai said.

He said all clubs were required to register with the FIU within the time stipulated and if they didn?t it was an offence and clubs are liable on summary conviction to a fine of $50,000 and a further fine of $5,000 for each day the offence continues.

He said the clubs in examining the operations should look the following type of customers:

? Those who inject high amounts of money into a gaming machine and cash it out after limited gambling activity, claiming a jackpot win where there is none.

? Customers who purchase a large volume of chips with cash in limited gambling activity and then cash them for a casino cheque.

? Customers with large amounts of currency.

? Customers who request winning cheques in the name of a third party or without a payee being named.

? Customers who add cash to their winnings in return for a casino cheque.

? Customers who purchase chips and leave shortly after with them (the chips).

? Customers who attempt to purchase legitimate jackpot winnings from other customers, usually for a value higher than that of the actual jackpot win.

Scout abuse files release sparks public interest

(AP) ? The online release of files showing the Boy Scouts of America's cover-up of decades of sexual abuse has created interest among Americans who want to know who the alleged abusers are and whether people who molested them as Scouts are in the files.

The 14,500 pages of Scout files, from 1959-1985, were posted Thursday on the website of Kelly Clark, the Portland attorney who used the files as evidence in a 2010 lawsuit he won against the Scouts.

The website got more than 200,000 hits within the first few hours of the files' posting, crashing the site.

Release of the files has also prompted a debate on the Boy Scouts' Facebook page. Some people said they'd never allow their children to be involved in the organization and criticized the secrecy of the files. Others described positive experiences in the Scouts for themselves or their children, saying the organization's efforts to prevent abuse have improved significantly.

Clark said his firm has received about four dozen emails from people about the documents. About half came from people who say they were abused when they were in the Scouts and were interested in filing lawsuits.

Some of the emails have given details about alleged abuse, Clark said.

There are also emails from people who tell of other alleged perpetrators who are not in the files.

"We had many people say thank you for posting the documents," Clark said.

At least six people have contacted reporters for The Associated Press with questions about reporting sex abuse when they were in the Scouts. None agreed to speak to the AP on the record.

The Scouts have said they plan to review every file from 1965 to the present and, in cases where it's unclear whether the incident was reported to police, the Scouts said they'll contact authorities.

Deron Smith, spokesman for the Scouts, said Thursday the organization is currently looking through those files to find cases of "good-faith suspicions" so they can be reported to police. The Scout files are filled with unsubstantiated allegations.

In their own review of the files that were released on Thursday, the Scouts found that law enforcement had been involved in about two-thirds of the cases. The organization is going through the remainder to find cases where there seem to be good reasons to alert law authorities.

The Scouts have apologized for not following up. The files were created for the purpose of registering Scout leaders, Smith said, and were considered internal, confidential documents, which is why they weren't always shared with authorities.

Attorney Paul Mones, Clark's colleague, said uploading the files "democratized" information that was only available to lawyers and the Scouts.

"It's a testament to the new generation of communication," Mones said.

The files have been maintained by the Scouts since soon after their founding in 1910. They consist of memos from local and national Scout executives, handwritten letters from victims and their parents and newspaper clippings about legal cases.

The files contain details about proven molesters, but also unsubstantiated allegations. People paging through the files would find both. Clark says there are undoubtedly some people in the files who were wrongly accused, and the Scouts point out that many cases of abuse were dealt with properly.

For those who say they were molested, statutes of limitations in most states would prevent many people from filing lawsuits or criminal charges, Clark said. But in some cases ? like a first-degree sexual assault in New York ? the state has set no time limit.

Legal experts say that aside from the statute of limitations, it could be difficult to bring charges against suspected molesters in the files because victims need to be found, and they need to be persuaded to give evidence.

"Trying to prosecute a case that old, you need to have a willing victim," said Josh Marquis, district attorney for Clatsop County in Oregon.

Victims of abuse years ago may be unwilling to come forward because it would create upheaval in their lives, Marquis said.

With the files now available, law enforcement and the public can do their own checking, something David Clohessy, director of the Survivors Network of those Abused by Priests, said should have been available to those groups all along.

"The Scouts have got to expose, list and severely punish every former employee or volunteer who ignored or concealed child sex crimes," Clohessy said. "Nothing will have a quicker and more long-lasting impact of changing the culture of recklessness and secrecy."

Take control: Exploring how self-discipline works and how we might boost it

ScienceDaily (Oct. 19, 2012) ? Converging scientific evidence -- not to mention a great deal of life experience -- tells us that self-control is an important ability. It helps us keep our cool, get things done, and resist the things that tempt us. Scientists believe that gaining a clearer understanding of how self-control works could provide critical insights into addressing some of the large-scale problems facing society today, including obesity and addiction.

Numerous studies have found evidence for the idea of self-control as a limited resource, but emerging research suggests that this model may not tell the whole story. Research published in the journals of the Association for Psychological Science explores the various mechanisms -- metabolic, cognitive, motivational, affective -- thought to underlie self-control.

Motivational Versus Metabolic Effects of Carbohydrates on Self-Control

Daniel C. Molden, Chin Ming Hui, Abigail A. Scholer, Brian P. Meier, Eric E. Noreen, Paul R. D'Agostino, and Valerie Martin

We usually think of a sugary treat as something that taxes our self-control because we have to expend effort trying to resist it. But what if sweets could actually help to boost self-control? That's the basic gist behind the energy model of self-control. According to this model, self-control relies on carbohydrate metabolism; we deplete our carbohydrate stores as we exert self-control, making it more difficult to exert self-control until the stores are built up again. Psychological scientist Daniel Molden and his colleagues decided to test the energy model in a series of four experiments in which participants' baseline glucose levels were assessed prior to performing tasks that required self-control. The researchers found no evidence for a relationship between self-control and glucose metabolism. Follow-up studies indicated that participants who rinsed their mouths with a carbohydrate solution showed improved self-control, despite the fact that they didn't ingest the solution and there was no observable change in their blood glucose levels. These findings suggest a motivational as opposed to metabolic mechanism for self-control.

The Gargle Effect: Rinsing the Mouth with Glucose Enhances Self-Control

Matthew A. Sanders, Steve D. Shirk, Chris J. Burgin, Leonard L. Martin

In this article, psychological scientist Matthew Sanders and colleagues aim to clarify the debate over whether metabolic or motivational mechanisms underlie self-control. The researchers asked participants to engage in a task that required self-control; the participants then rinsed their mouths with either glucose or a non-glucose sweetener while they performed a second self-control task. The results of the study conceptually replicate those reported by Molden and colleagues. Participants who rinsed with the glucose sweetener demonstrated better self-control than those who rinsed with a non-glucose sweetener, despite the fact that there was not enough time for the glucose to actually be metabolized. These results provide additional evidence to suggest that glucose influences self-control through a non-metabolic route. The researchers speculate that glucose may activate brain areas involved in selecting and inhibiting action, as well as detecting errors and evaluating competing responses.

Although self-control has traditionally been thought of as a limited resource that can be depleted, research on cognition, motivation, and affect has begun to challenge this picture. Inzlicht and Schmeichel review the existing research on self-control and propose an alternative model of self-control focused on process. This process model holds that our initial exertions of willpower lead our motivation to shift away from control and toward gratification. As a part of this process, our attention shifts away from cues that signal the need for control and toward cues that signal indulgence. Inzlicht and Schmeichel argue that the process model provides a starting point for understanding self-control and that more research examining these cognitive, motivational, and affective influences on self-control is needed.

100 Fitness Men of All Time Inspire Health Greatness - Diet Reviews

This week, Men?s Health announced its list of ?100 Fittest Men of All-Time,? including such fitness greats as Bruce Lee, Arnold Schwarzenegger and the man deemed the ?godfather of fitness,? Jack LaLanne.

While it must?ve been a difficult process to select only 100 bodies out of hundreds of thousands of elite athletes who?ve walked the Earth, the final cut boasts some of the most amazingly fit men of all time who will continue to inspire greatness well beyond their peak years of health.?Here we review the top five picks with a brief snapshot of each, starting with the athlete who came it at number five: College Football Hall of Fame member Herschel Walker.

For those not familiar with Walker (we certainly weren?t), he?s a former NFL player who made a triumphant return to sports as an MMA (Mixed Martial Arts) fighter 13 years after retiring from football. At age 40, not only was his comeback commendable but impressive, as he performed quite well winning two pro MMA bouts to date.

Perhaps more impressive is Walker?s daily workout regimen which includes up to 3,500 sit-ups, 1,500 push-ups, and an 8 mile run. Can you imagine the amount of calories it would take to sustain such a grueling routine??Men?s Health also pointed out that the athlete is considering making a return to the gridiron at the ripe age of 50, which leads us to ask ?Is there anything Herschel Walker can?t do?? ?

Coming in at number four is nutritionist, author and bodybuilding icon Jack LaLanne, who is often referred to as the ?godfather of fitness? for his enthusiasm for nutrition and the importance of keeping your body in peak shape at all stages of life.

In addition to opening one of the first ?modern gyms? as we know them today at the age of 21, LaLanne also hosted the longest running fitness show ever, ?The Jack LaLanne Show.?

LaLanne also authored several books including ?Live Young Forever,? ?Revitalize Your Life,? and ?Total Juicing,? which highlighted the bodybuilder?s firm belief in the importance of juicing for health. The book included more than 125 unique ways to use fresh fruit and vegetable juices and pulpit to achieve optimum health. Though LaLanne passed away in January 2011, his legacy lives on as one of the greatest fitness figures of all time.

The third fittest man on the top 100 list is no stranger to a bikini. Arnold Schwarzenegger is a movie star-turned politician that has made quite the name for himself as one of the great bodybuilders of all time. As reported by Men?s Health, at his prime Schwarzenegger was capable of a 470-pound squat, 440-pound bench press and 680-pound deadlift. As if that isn?t impressive enough, he also secured Mr. Olympia at the age of 23, making him the youngest man ever to hold the coveted title.

His fitness career blossomed into a Hollywood acting career where he starred in such classic roles as Conan the Barbarian, the Terminator and Hercules. Though Schwarzenegger is now nearing 70 years old, he is still in incredible shape and continues to be an inspiration of health and fitness to many.

The number two man on the top 100 list is another big screen star, Bruce Lee. Though Lee stood at just 5 foot 7 inches and weighed 125 pounds, the pint-sized action star was nothing but muscle and made his name in the fitness world as an actor, martial arts instructor, film director and producer and screen writer. Lee was also the founder of a style of martial arts he called :Jeet Kun Do,? which translated means ?The Way of the Intercepting Fist.?

Widely known as the most influential martial artists of all time, Lee rocketed to pop culture icon status thanks to famous action films like ?Way of the Dragon,? ?Fist of Fury,? and ?Game of Death.?

Of Lee, Schwarzenegger once said, ?Bruce Lee had a very ? and I mean very ? defined physique. He probably had one of the lowest body fat counts of any athlete around?He was one of a kind, an idol.?

Chuck Norris was also in awe of Lee once saying, ?Bruce took off his T-shirt, and I marveled again, as I always did every time I saw his physique. He had muscles on muscles.?

Though Lee died in 1973, the man known as ?Hong Kong?s favorite son? continues to influence martial artists and fitness enthusiasts alike.

It?s no surprise that the man who comes in at number one is also the most decorated Olympian of all time. Michael Phelps, born on June 30, 1985, officially retired from competitive swimming this year after another amazing showing at the 2012 London Olympic Games in London. His performance there left him with a total of 18 Olympic gold medals.?

Phelps started his swimming career at the age of 7 and by the age of 10 he held national records for his age group. He?s?won a total of 71 medals in major international competitions, including 57 gold, 11 silver and three bronze. He?s also been deemed the World Swimmer of the Year six times and the American Swimmer of the Year eight times. Sports Illustrated also dubbed him Sportsman of the Year in 2008, and he?s currently the world record holder for the 100-meter butterfly, the 200-meter butterfly and the 400-meter individual medley.

Phelps has also been made famous by his tall ripped n 6-foot 4-inch physique and ?his 9,000-plus calorie diet that he consumed to sustain his vigorous Olympic training regimen. Though Phelps is now officially retired, he stays active in the fitness community through his involvement with the Michael Phelps Foundation, which focuses on growing the sport of swimming and promoting the importance of a healthy lifestyle especially among kids.
